Chapter II: Administrative Organization
2.2 Chancellor
The Chancellor is the executive officer of the faculty and institution and is vested with the
responsibility of administering Board of Regents policies under the coordinating direction of the
President of the University of Wisconsin System. The Chancellor is accountable to the President
and the Board of Regents for the operation and administration of the institution.
In consultation with the faculty and the senior administrative officers, and operating within
policies established by the Board, the Chancellor is responsible for the administration of all
academic, personnel, fiscal, and student service functions of the University.
As the chief executive officer, the Chancellor is responsible for communicating the goals and
objectives of the institution to the faculty, the students, the alumni, the media, and the general
public. Through the Assistant to the Chancellor for Equity, Compliance, and Affirmative Action, the
Chancellor is responsible for assuring equal opportunity for all personnel.
Reporting directly to the Chancellor are the Provost and Vice Chancellor for Academic Affairs,
the Vice Chancellor for Administration and Finance, the Special Assistant to the Chancellor, the
Assistant to the Chancellor for Equity, Compliance, and Affirmative Action, the Director of
Athletics, the Director of Public Affairs, and the Executive Director of Advancement. The
Chancellor may delegate appropriate duties and responsibilities to the staff and other
administrative officers.
2.2.1 Athletic Director
The Athletic Director reports directly to the Chancellor and provides administrative
direction and oversight for all intercollegiate athletics staff, programs, facilities and activities.
The Athletic Director is responsible for:
- ensuring compliance with the rules and regulations of NCAA Division III
- administering departmental funds and accounts in a fiscally responsible manner
- sustaining a culture of sportsmanship, professionalism and respect at all levels
- collaborating with student administrative offices and Admissions on the recruitment and
retention of student athletes
- collaborating with the Office of Public Affairs and the media on publicity and reporting
of athletic events and results
- working with the Executive Director of University Advancement in fund-raising
activities
- establishing and evaluating goals for the athletic program through the University’s
strategic plan
2.2.2 Athletic Policy
The Council of Chancellors consists of the chancellors of the member institutions of the
conference, constituted for the purpose of discussing and advising on matters of mutual concern.
The Council of Chancellors meets on a regular basis with the Commissioner to discuss matters of
mutual concern and meets as necessary with the Faculty Athletics Representatives' Council
and/or the Athletics Directors' Council to review the athletics program of the conference. The
Council of Chancellors has the right to veto or modify any action of the Faculty Athletics
Representatives' Council, the Athletics Directors' Council, the Commissioner, the Executive
Committee, or their designees.
2.2.3 Assistant to the Chancellor for Equity, Compliance, and Affirmative
Action
The Assistant to the Chancellor for Equity, Compliance, and Affirmative Action reports
directly to the Chancellor and is responsible for:
- investigating and resolving complaints of discrimination and/or harassment,
recommending corrective action where appropriate
- monitoring compliance with the Americans with Disabilities Act by developing and
providing oversight of the appeals process for classroom and workplace accommodations
- serving as a resource to academic and administrative units and campus constituencies on
affirmative action and equal employment opportunity issues
- verifying compliance with established affirmative action policies and procedures used in
candidate recruiting, interviewing, and selection
- preparing and submitting compliance and other reports to state and federal agencies
2.2.4 Special Assistant to the Chancellor
The Special Assistant to the Chancellor reports directly to the Chancellor and is responsible for:
· providing administrative support to the Chancellor, including:
- preparing background papers
- reviewing and summarizing reports
- preparing institutional reports and responses to the UW System, state agencies, and
external organizations
- preparing correspondence and presentations
- participating in and advising the Chancellor regarding key University committees and
initiatives
- participating in public functions within the University and community
- coordinating civic engagement efforts
- coordinating campus emergency planning and response efforts, including:
- pre-disaster mitigation planning
- emergency preparedness, including campus and city-wide emergency exercises,
simulations, and training
- crisis intervention in conjunction with the Crisis Response Team
- emergency response through direction of the Emergency Operations Center
- recovery efforts, in coordination with the campus continuity of operations coordinator
· serving as campus Multicultural/Disadvantaged Coordinator:
- serving as the official campus representative to the UW System and the community
on issues of diversity
- overseeing, in collaboration with other institutional offices and shared governance
committees, the development and implementation of campus-based diversity policy
2.2.5 Executive Director of University Advancement
The Executive Director of University Advancement reports to the Chancellor and is responsible
for:
- managing the Alumni Relations and Advancement Services programs and staff
- coordinating University Advancement activities and services with Colleges, departments,
and programs
- representing the Office of University Advancement in internal and external organizations
The Executive Director of University Advancement is also the President of the University of
Wisconsin-River Falls Foundation and is responsible for:
- generating charitable contribution support
- planning and implementing all fundraising initiatives
- overseeing the management of the Foundation’s assets and operations
- coordinating all Board of Directors and volunteer activities
- complying with local, state and federal laws and regulations
- managing grant and funding support to the University
- representing the UW-River Falls Foundation in internal and external organizations and
activities.
2.2.5.1 Development and Alumni Relations Director
The Director of Development and Alumni Relations reports to the Executive Director of
Advancement and is responsible for:
- planning and implementing the University’s alumni relations program, including alumni
outreach activities, events, advocacy, and volunteers
- coordinating alumni recognition programs, including the Distinguished Alumnus Award
· contributing to University publications and marketing initiatives
- assisting the UW-River Falls Foundation with fundraising prospect identification and
cultivation
- participating with the UW-River Falls Foundation to plan and implement major
fundraising initiative
2.2.6 Public Affairs Director
The mission of the Office of Public Affairs is to serve as the liaison between the University and
its many external publics. The tasks of its staff are:
- assisting University faculty and staff in public relations and government relations
activities
- serving as the campus contact point for those who are seeking information about the
University, its programs, faculty, staff and students.

- News Bureau/Media Relations
- Community Relations
- Photography Services
- Sports Information
