September 19, 2005
Members Present: Alicia Acken Cosgrove, Sarah Egerstrom, Mark Kinders, Gretchen Link, Jason Neuhaus, Cara Rubis, Amber Tubré
Members Absent: Carmen Croonquist, Kimberly Gould-Speckman, Faculty Representative

Call to order at 2:08 p.m.

Approval of 4/25/05 minutes. Motion made by G. Link. Seconded by Amber Tubré. Unanimously approved.

Chair's Report (S. Egerstrom)
Welcome Back

Messages from Chancellor
S. Egerstrom and A. Tubré met with Chancellor Betz in regard to the Academic Staff on campus. Chancellor Betz is looking for more involvement from the Academic Staff Council and wants all Academic Staff to have a voice. Chancellor Betz is supportive of professional development and inquired about what Academic Staff would like to learn. S. Egerstrom and A. Tubré suggested the possibilities of an all Academic Staff meeting and a better Academic Staff orientation program.

Professional Development Opportunity Grant Writing Workshops
September 27, 2005 from 2:00 PM 3:00 PM in CSH 211.
September 28, 2005 from 4:30 PM 5:30 PM in AG SCI 163.

Representative's Report (K. Gould-Speckman)
K. Gould-Speckman has replaced C. Croonquist as the Academic Staff Representative for UW-River Falls .

Minutes from the 9/14/05 meeting of Academic Staff Representatives are attached and available online

Legislative Update (M. Kinders)
The legislature is currently involved with 3 types of back-up appointments:
•  Tenured Faculty who move to administration and are allowed back by state statute to tenured appointment
.•  Academic Staff from inside the university who are promoted into a position that requires a limited appointment. They are guaranteed the back-up by state statute
.•  Senior Administrators from outside the university who are granted tenure by vote of the Faculty as a result of contract negotiations.

UW-River Falls has 14 employees in limited appointments with back-ups, of whom two are Academic Staff. Regents want back-up appointments for Academic Staff resolved by November.

New Business
Faculty and Academic Staff Handbook Updates (Chapter VI)
A. Cosgrove and G. Link offered to assist with the update of the handbook. The handbook currently contains some vague language and some parts are missing. The goal is to have the handbook updated by midway through this academic year.

Academic Staff Orientation and Continuing Professional Development Opportunities
Council suggested a reception for new hires make it a social event. A. Cosgrove recommended a personal phone call to invite all Academic Staff to the reception. There are about 120 Academic Staff on campus.

Stakeholders Survey
S. Egerstrom will talk to Chancellor Betz about the timeline for the Stakeholders Survey.

Additional Council Activities for 2005-06
•  Update the Faculty and Academic Staff Handbook.
•  Develop a more thorough mentoring/orientation program for new hires. A. Tubré will meet with Human Resources and J. Neuhaus will meet with colleagues for suggestions. Council members are encouraged to bring information on mentoring/orientation to the next meeting.

Old Business
Academic Staff Leadership Conference Evaluations and Comments were distributed and are attached. Overall, UW-River Falls received high marks as the host for the conference.
